Can I trade in a car that’s worth more than a car I’m buying?

Can I trade in a car that’s worth 20 grand and use it to purchase a car worth only 12 grand? I own the car outright. I’m perhaps interested in downsizing to get better gas mileage than 17 city / 25 hwy.
